Top 10 Opportunity Zones Where Median Home Price Nearly Doubled Annually

According to ATTOM’s newly released Q1 2025 Opportunity Zones Report, median single-family home and condo prices rose from Q4 2024 to Q1 2025 in 48 percent of Opportunity Zones with sufficient data—while the national median price held steady during the same period.

ATTOM’s latest opportunity zones report noted that median prices rose year-over-year in 59% of Opportunity Zones, during a period when the national median increased by 8%.

The ATTOM analysis found that as the U.S. housing market boom continued into in its 14th year, median prices grew more than 10 percent annually in close to half the Opportunity Zones analyzed.

The report stated that these trends in and around low-income neighborhoods—where federal tax incentives aim to promote economic revitalization—continue a multi-year pattern of home prices in Opportunity Zones closely mirroring national market movements. This alignment has remained consistent through periods of modest, moderate, and strong price growth.

ATTOM’s most recent opportunity zones analysis also found that amid ongoing economic challenges, typical home values in many Opportunity Zones stayed well below the national average in early 2025. In 80 percent of zones with sufficient data, median Q1 prices were under the U.S. median of $355,000—roughly in line with trends since 2020. Nearly half of those zones also posted median prices below $200,000.

Those zones include: Opportunity Zone #42045405000 in Delaware County, PA (up from $62,847 Median Sales Price in first quarter 2024 to $125,500 Median Sales Price in first quarter 2025); Opportunity Zone #55079000201 in Milwaukee County, WI (up from $40,000 to $79,500); Opportunity Zone #12031011300 in Duval County, FL (up from $55,000 to $109,300); Opportunity Zone #36011041300 in Cayuga County, NY (up from $63,469 to $125,815); Opportunity Zone #36055001900 in Monroe County, NY (up from $85,000 to $168,014);   Opportunity Zone #55079006500 in Milwaukee County, WI (up from $40,000 to $78,750); Opportunity Zone #23019031000 in Penobscot County, ME (up from $85,000 to $167,075); Opportunity Zone #40143006600 in Tulsa County, OK (up from $46,081 to $90,191); Opportunity Zone #24019970400 in Dorchester County, MD (up from $172,500 to $337,500); and Opportunity Zone #45041002500 in Florence County, SC (up from $60,000 to $116,673).
